Teen charged with first-degree murder after doorbell camera captures suspect in clown costume
A 15-year-old boy has been charged with first-degree murder after allegedly stabbing an elderly neighbor to death in East St. Louis, Illinois, while dressed in a clown costume that was captured on doorbell camera footage.
Illinois State Police responded to reports of a body at an intersection in East St. Louis on Monday shortly after 10pm. The victim was identified as John Wesley Allen Sr, 78, who was pronounced dead at the scene just before 11.30pm.
The teenager, whose identity was not disclosed due to his age, was taken into custody on Tuesday and formally charged with first-degree murder on Thursday. He remains behind bars.
According to state police, Allen was waiting at a bus stop when he was randomly attacked by the 15-year-old dressed in a clown outfit. Special agents identified the teenager as the suspect and located him at a nearby residence before making the arrest.

The incident has echoes of a 2016 nationwide phenomenon when people dressed as clowns appeared in public spaces across at least 23 states, including Illinois. That wave of incidents involved reports of clowns attempting to lure children, chase pedestrians, and commit robberies, resulting in at least 12 arrests nationwide and one death when a 16-year-old boy was fatally stabbed in Reading, Pennsylvania.
Palmer's son, Lee, told local media that his mother was home alone when the teenager in the clown attire appeared on their front porch. The teen stayed on their property for minutes before going behind the house.
He's going to kill everybody in the house,Lee Palmer said.
Why out of all the houses, why come to this house? It's just unimaginable.
Community safety concerns
The location where the Ring camera footage was captured in the 8200 block of Carol Drive is approximately a 10-minute walk from the intersection where Allen's body was found.
Another neighbor, Corrine Spry, said she was on her back porch with her family when she spotted the attacker twirling a knife.
He was up to no good,Spry said.

The incident occurred in a community that has long struggled with serious public safety challenges. East St. Louis has a crime rate 752 percent above the national average as of 2026, with violent crime creating a 1 in 34 chance of victimization. The city has historically had one of the highest per capita murder rates in the nation; in 2019, with a population of approximately 26,000, the city recorded 37 homicides, translating to a rate roughly 28 times the national average.
Legal proceedings ahead
Under Illinois law, when a juvenile under 15 is in custody for homicide, a lawyer must be present during questioning, and the police department must provide legal representation. The 15-year-old suspect could face commitment to the Illinois Department of Juvenile Justice until age 21, depending on how the case proceeds through the court system.
Illinois State Police said that video footage of the suspect dressed in a clown costume has been circulating and that investigators were working to collect all relevant video evidence. After the arrest, law enforcement said there was no remaining threat to the public.
Lee Palmer urged neighbors to install doorbell cameras for safety, though research from MIT Media Lab analyzing crime data has found mixed evidence on whether video doorbells significantly decrease property crimes. In this case, however, the doorbell camera footage proved crucial in identifying the suspect.
