The development and its location
McCabe, leader of the West Sussex Labour Group, and Chowdhury, its deputy leader, attended alongside Worthing Town Crier Bob Smytherman. Developed by McCarthy & Stone, Oakleaf Place provides purpose-built homes intended to support independent living and connections with the local community.
The one- and two-bedroom apartments are available to buy, rent or acquire through shared ownership. Residents have access to communal spaces, landscaped gardens and an on-site manager, with shops, cafés and public transportation nearby. The development is close to Angmering village center.
Estate agent Cooper Adams lists the complex as opening from November 4, 2026, with completion anticipated toward the end of the year.
According to McCarthy & Stone's brochure, a nearby stop offers the number 9 bus to Angmering Station, Worthing and Shoreham-by-Sea. The brochure places Sainsbury's at Rustington Retail Park about two miles away, and Brighton and Chichester about 15 miles away. It also gives a train journey time to London of just over 90 minutes.
Councillors emphasize independence and community
McCabe said housing suited to older residents could offer more choice in retirement, helping people remain independent without losing their community ties. "As people grow older, having somewhere safe, comfortable and suitable to live becomes increasingly important," he said.
He also called for housing provision to accommodate residents at different stages of life: "We need a range of housing options across West Sussex that reflect people's changing needs throughout their lives."
Chowdhury said: "Growing older shouldn't mean losing your independence or becoming isolated from your community." She highlighted the contribution that suitable housing, opportunities to socialize and nearby amenities can make to quality of life, and welcomed the development after meeting those involved.
Purchase prices and shared ownership
McCarthy & Stone's November 2026 starting prices are £290,000 for a one-bedroom apartment and £430,000 for a two-bedroom apartment. The company markets Oakleaf Place under its Retirement Living offering for people over 60, while its Older Persons Shared Ownership option is available from age 55.
Shared ownership buyers can acquire either 50% or 75% of a property's value. Those purchasing a 75% share pay no rent on the remaining 25%. Eligibility requires buyers to be at least 55, own only one property and have household income below £80,000, or £90,000 in London.
Under the company's "1-3% ratchet" service-charge model, weekly charges at Oakleaf Place are £68.07 for a one-bedroom apartment and £102.11 for a two-bedroom apartment. A Cooper Adams listing for a one-bedroom home gives an annual service charge of £3,539.71.
Winter moving offer
McCarthy & Stone is offering up to £20,000 toward moving costs to buyers who reserve an eligible Oakleaf Place property on or after November 1, 2026, and complete the purchase by April 30, 2027.
